It is in Prophecies. Guildwiki lists all armor and where it is crafted, add it to your favorites it is your friend. Unless you mean the +energy properties, that is common to all chapters?

Requirements? Armor has no requirements, not counting things like "while in stance" or "while strength 13+".

Elonian Armour comes without any bonuses so you can apply the new insignias. For that you'll need Radiant Insignias

Oh, and no requirements

If that was in response to my comment, there's no reason for disappointment. Elonian armour + Radiant Insignias = Gladiator's armour

The first sets of top-end Elonian armour will be in the Consulate Docks mission hub, you'll need to follow any and all Primary Quests to get there.

The Radiant Insignia is available from all Rune Traders.

You can find Elonian Armor at any armor crafter in Elona, that is the continent that Nightfall takes place on. It isnt special any armor crafter sells it. Just spend a bit of time at the armor crafter, and examine the insignias, it only takes a few minutes to get the hang of the new armor system.
The main differnce is the new Elonian armor can have Insignias AND runes on it, that is the main difference, The armor in Prohpecies, and Factions 'essentially' has the beniofits of the insignias allready added, thus you just add your runes and your set.
Hope that helps, and doesnt just confuse you more.

Are you after the gladiator *look* (half dressed) or *function* (+energy)? The gladiator armor is from the Prophecies campaign of which you get the max armor at Droknar's Forge. Warrior armor with extra energy is available in all campaigns.

I agree Mourn, what are these people asking for (both this thread and the one you referenced)?

It's like paper D&D, "lets see how many ways we can use the word "level" to describe something to confuse things: character level, spell level, dungeon level..."
